40 murray lawn mower parts diagram drive belt

The belt kept slipping. Got too loose. There's a sticker inside the hood that lists part numbers for replacements. I look it up and I find the size that's listed. So I go to Home Depot, it was too tight. Could barely get it on properly. And when I did nothing would spin because it's too taut. Then I went to a place that specializes in mower repair, when I mentioned it to them they said the brand can make a difference. Wondering if anyone can identify what the issue might be. I Just got it if Facebook and the guy said the only issue was it kept shorting, Fixed that but guess what! It wasn’t the only issue. I tried starting it up and the flywheel spins but every rotation it sounds like it hits something and make a loud clank and won’t start. This is my first time changing a drive belt in a riding mower and I could use some help. The drive belt goes around my steering wheel column.
